annual statewide e-waste collection target, down from 2015 peak

Oregon E-Cycles (HB 2626, 2007) is one of the nation's oldest producer-funded EPR programs for computers, monitors, TVs and printers, and it recycled roughly 250 million pounds of electronics in its first decade. But its statewide collection/recycling targets have fallen every year since 2015, dropping from a high of 30.5 million pounds to just 11.5 million pounds for 2022 as devices got lighter and the collection network became unstable. That structural instability in 2022 forced Oregon to overhaul the law: the legislature passed HB 3220 in 2023 to modernize the program, expand covered devices, and increase required collection sites, effective Jan. 1, 2026.
