Rhode Island's paint stewardship law (S-2083) created an extended-producer-responsibility program, operated by the nonprofit PaintCare, that launched in June 2014 to collect and recycle leftover architectural paint. PaintCare's 2024 annual report documents that more than 70,000 gallons of postconsumer paint were collected in 2024 and over 800,000 gallons cumulatively since 2014, with 82% of latex paint collected made into recycled-content paint. The program has built 27 year-round drop-off sites so that 100% of Rhode Island residents live within 15 miles of one.
