Date of enactment: April 2, 2026 2025 Assembly Bill 911 Date of publication*: April 3, 2026 2025 WISCONSIN ACT 171 AN ACT to create 20.370 (4) (ht) of the statutes; relating to: funding for a battery collection and recycling pro- gram and making an appropriation. The people of the state of Wisconsin, represented in sen- ate and assembly, do enact as follows: SECTION 1. 20.370 (4) (ht) of the statutes is created to read: 20.370 (4) (ht) Battery collection and recycling pro- grams. From the environmental fund, all moneys re- ceived under s. 287.175 (3) (b) to implement the battery collection and recycling program under s. 287.175. SECTION 2. Nonstatutory provisions. (1) If neither Assembly Bill 713 nor Senate Bill 702 are enacted in the 2025-26 legislative session, then this act is void. (2) Notwithstanding s. 16.42 (1) (e), in submitting information under s. 16.42 for purposes of the 2027-29 biennial budget bill, the department of natural resources shall submit information concerning the appropriation under s. 20.370 (4) (hq) as though the amount of that ap- propriation for fiscal year 2026-27 was $1,378,600. SECTION 3. Fiscal changes. (1) In the schedule under s. 20.005 (3) for the appro- priation to the department of natural resources under s. 20.370 (4) (hq), the dollar amount for fiscal year 2026- 27 is increased by $150,000 for the purpose for which the appropriation is made. * Section 991.11, WISCONSIN STATUTES: Effective date of acts. “Every act and every portion of an act enacted by the legislature over the gov- ernor's partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication.”
