Law establishes producer responsibility for ship owners to create hazardous substance inventories, obtain permits for ship recycling/dismantling, and implement stewardship plans—a form of EPR applied to end-of-life vessels; implements the 2009 Hong Kong International Convention on Safe and Environmentally Sound Recycling of Ships.
