Article L541-10-10 is part of France's REP transparency regime: sellers must disclose, on request, the unique identifier (IDU) under which a producer is registered — a tool created to let buyers verify supplier compliance and to expose 'free riders' (passagers clandestins) who don't pay their eco-contributions. A June 2024 government audit (IGEDD) found the identification-and-sanction chain this system underpins has produced essentially no enforcement: for 2023, eco-organismes transmitted 82 non-contributor dossiers to the DGPR, which issued only 36 regulatory reminders and imposed zero sanctions ('n'ont donné lieu à aucune sanction à ce jour'). The audit attributes the gap to incomplete files and enforcement deprioritization, leaving the free-rider problem largely undeterred.
