What this law has produced

268,161 t collected of 833,000 t sold = 32% (law demands 60% by 2028)

textile collection rate vs. a 60% legal target for 2028

France's Code de l'environnement EPR provisions require producers to register, obtain a unique identifier, and fund producer-responsibility organizations that collect and recycle their products. Under the textile scheme, the PRO Refashion helped collect 268,161 metric tons of roughly 833,000 tons placed on the market in 2023 — a 32% collection rate, well short of the 60% the law demands by 2028. The system has also strained sorters and recyclers: complaints about inadequate support forced France in early 2025 to inject about $58 million in emergency aid, making this a mixed/underperforming outcome rather than a clear success.
