Decree on EPR record-keeping and reporting obligations

Decree establishes mandatory EPR record-keeping and reporting obligations for waste management and product stewardship, including preparation for reuse, recycling, and recovery activities; now superseded by 89/2024 Z.z. but historically advanced EPR administrative infrastructure.
