Law on the Prevention & Control of Environmental Pollution by Solid Waste (2020 rev — EPR mandate)

2020 revision of China's foundational solid waste law establishes producer responsibility principle (Article 5), mandates waste reduction/resource recovery/harmlessness (Article 4), promotes circular economy and clean production (Article 3), implements mandatory life-cycle waste classification (Article 6), and creates government-led enforcement with EPR-aligned stewardship obligations across industrial, municipal, construction, agricultural, and hazardous waste streams.
