Cleaner Production Promotion Law

Enacted 2002, amended 2012; establishes national cleaner production framework with source-reduction, resource efficiency, and waste minimization mandates across all production sectors; funds technology development, information systems, and sectoral guidance; promotes circular-economy principles (design improvement, material reuse, waste recovery) and biological-cycle integration (agriculture sector included); does not establish product-specific EPR or deposit schemes but creates foundational stewardship infrastructure and incentive mechanisms.
