SWIFR is EPA's competitive grant program (authorized by Section 302 of Save Our Seas 2.0 and funded by the IIJA) that awards money to states, territories, tribes, and local governments to improve post-consumer materials management, expand collection and recycling/composting infrastructure, and develop end-markets for recycled materials, tracked against the National Recycling Goal. It is the primary federal capital pipeline turning recycling-infrastructure authority into deployed collection and processing capacity.
