Bill establishes a federal grant program to fund recycling infrastructure and curbside collection accessibility; advances circular-economy infrastructure but does not impose producer responsibility, recycled-content mandates, or end-of-life take-back duties—primarily a financial/appropriations mechanism supporting the technical cycle.
Covered Products
  • ·Recyclable materials (obsolete, previously used, off-specification, surplus, or incidentally produced material for processing into a specification-grade commodity for which a market exists)
  • ·Primarily residential recyclables diverted from disposal and collected separately from municipal solid waste
Exemptions
  • ·Grant funds may not be used for recycling education programs
  • ·Solid waste management facilities that process municipal solid waste to remove recyclable materials are excluded from the definition of 'materials recovery facility'
