INVESTIGATION OF NATIONAL AND ECONOMIC SE-1 CURITY RISKS. 2 (a) R EPORT REQUIRED.—Not later than 180 days 3 after the date of the enactment of this Act, the United 4 States International Trade Commission shall submit to 5 Congress a report that includes— 6 (1) the results of a review of the national and 7 economic security risks posed by— 8 (A) United States exports of aluminum 9 scrap to countries of concern; and 10 (B) United States aluminum scrap other-11 wise available to entities organized under the 12 laws of or otherwise subject to the control of a 13 country of concern (including subsidiaries of 14 such entities), whether or not exported directly 15 to the countries of concern; and 16 (2) recommendations on how Congress and the 17 President can address any national or economic se-18 curity risks identified in the report. 19 (b) C ONSULTATION REQUIRED.—In conducting the 20 review described in subsection (a)(1), the Commission 21 shall consult as appropriate with stakeholders in the alu-22 minum scrap and export industries, such as— 23 (1) private entities engaged in aluminum pro-24 duction in the United States; 25 VerDate Sep 11 2014 03:12 Jun 05, 2026 Jkt 069200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H9161.IH H9161kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 9161 IH (2) private entities in the metals recycling in-1 dustry; and 2 (3) labor organizations involved in aluminum 3 production in the United States. 4 (c) D EFINITIONS.—For purposes of the report re-5 quired by subsection (a)— 6 (1) the term ‘‘aluminum scrap’’ means recycled 7 or discarded materials primarily containing or de-8 rived from aluminum; and 9 (2) the term ‘‘country of concern’’ means the 10 Russian Federation, the People’s Republic of China, 11 the Islamic Republic of Iran, and the Democratic 12 People’s Republic of Korea. 13 Æ VerDate Sep 11 2014 03:12 Jun 05, 2026 Jkt 069200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H9161.IH H9161kjohnson on DSK7ZCZBW3PROD with $$_JOB
