Bill mandates an FDA study and report on microplastics health impacts in food and water; microplastics in waterways are in-scope as material leakage/recovery, but the measure itself is study-only with no circular-economy policy lever (no ban, EPR, diversion, or incentive), making it neutral and low-urgency.
