IN THE SENATE OF THE UNITED STATES AUGUST 3, 2026 Ms. C ORTEZ MASTO (for herself, Mr. P ADILLA, Mr. V AN HOLLEN, Mr. B EN- NET, and Ms. R OSEN) introduced the following bill; which was read twice and referred to the Committee on Energy and Natural Resources A BILL To amend the Infrastructure Investment and Jobs Act to reauthorize the battery processing and manufacturing program, and for other purposes. Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Clean Transportation 4 Jobs and Development Act of 2026’’. 5 SEC. 2. BATTERY PROCESSING AND MANUFACTURING. 8 Section 40207 of the Infrastructure Investment and 9 Jobs Act (42 U.S.C. 18741) is amended— 10 (1) in subsection (b)— 11 (A) in paragraph (3)— 12 (i) in subparagraph (A)— 13 (I) in clause (ii), by striking 14 ‘‘and’’ at the end; OFFICE OF CRITICAL MINERALS AND ENERGY IN-3 NOVATION. 4 (a) DEFINITIONS.—In this section: 5 (1) C OVERED PROJECT .—The term ‘‘covered 6 project’’ means a project funded or managed by the 7 Department relating to— 8 (A) capacity expansion of manufacturing 9 and energy supply chains for key energy tech-10 nologies, including batteries, building and en-11 ergy efficiency, critical minerals and recycling, 12 energy generation and fuels, including geo-13 thermal, grid equipment, and industrial base 14 capabilities essential for national defense; 15 (B) energy or productivity assessments of 16 small and medium-sized manufacturers, clean 17 energy supply chains, and academic institutions; 18 and 19 (C) workforce development, recruitment, 20 and training relating to subparagraphs (A) and 21 (B). 22 (2) D IRECTOR.—The term ‘‘Director’’ means 23 the head of the Office appointed under subsection 24 (c). 25 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 8 •S 5220 IS (3) OFFICE.—The term ‘‘Office’’ means the Of-1 fice of Critical Minerals and Energy Innovation es-2 tablished under subsection (b). 3 (b) ESTABLISHMENT.— 4 (1) IN GENERAL .—The Secretary shall establish 5 an office, to be known as the ‘‘Office of Critical Min-6 erals and Energy Innovation’’. 7 (2) P URPOSE.—The purpose of the Office is to 8 eliminate vulnerabilities in the United States energy 9 supply chain for purposes of enduring energy resil-10 ience and independence— 11 (A) by catalyzing United States processing 12 and manufacturing capacity; 13 (B) by reinvigorating the manufacturing 14 workforce through education and training op-15 portunities; and 16 (C) by generating data-backed supply 17 chain insights to inform policies and private 18 and public investments. 19 (3) INTERAGENCY COLLABORATION .— 20 (A) I N GENERAL .—As applicable, the Di-21 rector shall coordinate and collaborate with 22 interagency partners, including the agencies de-23 scribed in subparagraph (B), on energy supply 24 chain analysis that may be used to lessen 25 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 9 •S 5220 IS vulnerabilities of the United States and allies of 1 the United States. 2 (B) A GENCIES DESCRIBED .—The agencies 3 referred to in subparagraph (A) are— 4 (i) the Department of Defense; 5 (ii) the National Security Council; 6 (iii) the Export-Import Bank of the 7 United States; 8 (iv) the Development Finance Co-9 operation; 10 (v) the Department of the Treasury; 11 (vi) the United States Agency for 12 International Development; and 13 (vii) the Department of Commerce. 14 (c) DIRECTOR.—The Secretary shall appoint a Direc-15 tor to be head of the Office. 16 (d) D UTIES.—The Director shall, in coordination 17 with the heads of relevant program offices of the Depart-18 ment, as appropriate— 19 (1) provide financial assistance to, administer, 20 provide interagency coordination of, or conduct over-21 sight of the administration of, as applicable, covered 22 projects, including programs described in subsection 23 (e); 6 (3) recommend to the head of a program office 7 of the Department, as appropriate, whether a pro-8 posal for a covered project will enhance the domestic 9 energy supply chain; 10 (4)(A) conduct reviews of ongoing covered 11 projects, including evaluating the progress of a cov-12 ered project based on the proposed schedule and 13 technical and financial milestones; and 14 (B) provide those reviews to the Secretary; 15 (5) provide analysis to Departmental leadership 16 to ensure that the Department has a balanced port-17 folio of investments in covered projects; 18 (6) provide to the Secretary expertise and ad-19 vice on policies and financial support for manufac-20 turing and energy supply chains; 21 (7) assess lessons learned in overseeing covered 22 projects and implement improvements in the process 23 of evaluating and overseeing covered projects; and 24 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 11 •S 5220 IS (8) conduct outreach and technical assistance to 1 entities that may best utilize the programs or anal-2 yses of the Office. 3 (e) P ROGRAMS DESCRIBED.—Programs referred to 4 in subsection (d)(1) are the following: 5 (1) The programs authorized under subsections 6 (b), (c), (f)(3), and (f)(4) of section 40207 of the In-7 frastructure Investment and Jobs Act (42 U.S.C. 8 18741). 9 (2) The advanced energy manufacturing and re-10 cycling grant program established under section 11 40209 of the Infrastructure Investment and Jobs 12 Act (42 U.S.C. 18742). 13 (3) The State manufacturing leadership pro-14 gram authorized under section 40534 of the Infra-15 structure Investment and Jobs Act (42 U.S.C. 16 18814). 17 (4) Programs authorized under title III of the 18 Defense Production Act of 1950 (50 U.S.C. 4531 et 19 seq.). 20 (5) The domestic manufacturing conversion 21 grant program authorized under section 50143 of 22 Public Law 117–169 (commonly referred to as the 23 ‘‘Inflation Reduction Act’’) (136 Stat. 2044). 24 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 12 •S 5220 IS (6) The extended product system rebate pro-1 gram authorized under section 1005 of the Energy 2 Act of 2020 (42 U.S.C. 6311 note; Public Law 116– 3 260). 4 (7) The energy efficient transformer rebate pro-5 gram authorized under section 1006 of the Energy 6 Act of 2020 (42 U.S.C. 6317 note; Public Law 116– 7 260). 8 (8) The rare earth demonstration facility estab-9 lished under section 7001(c) of the Energy Act of 10 2020 (42 U.S.C. 13344(c)). 11 (9) Grants provided under subsections (b) and 12 (i) of section 457 of the Energy Independence and 13 Security Act of 2007 (42 U.S.C. 17116). 14 (10) The qualifying advanced energy project 15 credit under section 48C of the Internal Revenue 16 Code of 1986 as carried out pursuant to agreements 17 with the Internal Revenue Service. 18 (11) Any programs authorized to be carried out 19 by the Office after the date of enactment of this Act. 20 (f) E MPLOYEES.—The Secretary may hire or align 21 existing appropriate personnel for the operation of the Of-22 fice. 23 (g) C OORDINATION.—The Director shall coordinate 24 with— 25 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00012 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 13 •S 5220 IS (1) project management, workforce develop-1 ment, capital programs, acquisition management, 2 and energy information entities within the Depart-3 ment, including the Office of Project Management, 4 the Office of State and Community Energy Pro-5 grams, the Office of Indian Energy Policy and Pro-6 grams, the Advanced Research Projects Agency— 7 Energy, the Office of Clean Energy Demonstrations, 8 the Office of Critical and Emerging Technologies, 9 the Loan Programs Office, and the Office of Tech-10 nology Transitions; 11 (2) the Energy Information Administration; 12 (3) the Assistant Secretary for Energy Effi-13 ciency and Renewable Energy; and 14 (4) professional organizations in project man-15 agement, construction, cost estimation, capital mar-16 kets, energy information, workforce development, 17 and other relevant fields. 18 (h) R EPORTS.—The Secretary shall submit to the 19 Committee on Energy and Natural Resources and the 20 Committee on Commerce, Science, and Transportation of 21 the Senate and the Committee on Energy and Commerce 22 of the House of Representatives an annual report that de-23 scribes, for the year covered by the report— 24 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00013 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 14 •S 5220 IS (1) the activities carried out to implement this 1 section; 2 (2) progress made by the Office to strengthen 3 and scale the clean energy supply chains of the 4 United States through— 5 (A) transformative manufacturing capacity 6 investments; 7 (B) targeted workforce investments to 8 build up the energy workforce of the future; 9 and 10 (C) cutting-edge energy supply chain vul-11 nerability and innovation analysis; 12 (3) a description of the processes and proce-13 dures used by the Office to evaluate proposals of 14 covered projects and to oversee covered projects; and 15 (4) any recommended changes to— 16 (A) the processes and procedures described 17 in paragraph (3); and 18 (B) the structure or duties of the Office. 19 SEC. 5. REPORTING ON THE DEVELOPMENT OF CERTAIN 5 TECHNOLOGIES. 6 Not later than 2 years after the date of enactment 7 of this Act and every 2 years thereafter through 2031, 8 the Secretary shall submit to the Committee on Energy 9 and Natural Resources of the Senate and the Committee 10 on Science, Space, and Technology of the House of Rep-11 resentatives a report describing— 12 (1) the activities undertaken pursuant to this 13 Act, including— 14 (A) the status of public-private partner-15 ships; 16 (B) the progress of the programs under 17 sections 7, 8, 11, and 12 in meeting goals and 18 timelines; and 19 (C) a strategic plan for funding activities 20 across Federal agencies; and 21 (2) the technologies and knowledge developed 22 and demonstrated as a result of those activities, with 23 a particular emphasis on whether those technologies 24 were successfully adopted for commercial applica-25 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00015 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 16 •S 5220 IS tions, and if so, whether products relying on those 1 technologies are manufactured in the United States. 2 SEC. 7. ADVANCED VEHICLE RESEARCH AND DEVELOP-3 MENT. 4 (a) DEFINITIONS.—In this section: 5 (1) EXTREME-FAST CHARGING .—The term ‘‘ex-6 treme-fast charging’’ means recharging up to 80 7 percent of battery capacity in approximately 10 min-8 utes or less. 9 (2) P ROGRAM.—The term ‘‘program’’ means 10 the research, development, and pilot scale dem-11 onstration program established under subsection (b). 12 (3) S USTAINABLE MATERIAL .—The term ‘‘sus-13 tainable material’’ means material used throughout 14 the consumer and industrial economy that can be 15 produced in required volumes without— 16 (A) depleting nonrenewable resources; 6 (B) enables improved or expanded supply 7 and production of domestic emission reducing 8 fuels and components; or 9 (C) ensures the long term, secure, and sus-10 tainable supply of critical materials. 11 (b) A DVANCED VEHICLE RESEARCH AND DEVELOP-12 MENT PROGRAM.— 13 (1) I N GENERAL .—The Secretary shall support 14 a research, development, and pilot scale demonstra-15 tion program relating to more efficient, sustainable, 16 resilient, safe, and domestically available technology, 17 sustainable materials, and manufacturing processes 18 for advanced vehicle technologies that have the po-19 tential— 20 (A) to substantially reduce or eliminate 21 greenhouse gas emissions from the manufacture 22 and use of passenger and commercial vehicles; 13 (ii) power electronics, electric ma-14 chines, and electric machine drive systems, 15 which may include— 16 (I) electronic motors, including 17 advanced inverters and motors that 18 can be used for passenger vehicles and 19 commercial vehicles; 14 (II) common interconnection pro-15 tocols, specifications, and architecture 16 for transportation and stationary bat-17 tery applications; 18 (III) energy density and capacity, 19 recharging robustness, extreme-fast 20 charging and wireless charging capa-21 bilities, and efficiencies to lower cost; 10 (xvii) reusing valuable components 11 and materials, such as permanent magnets 12 and other electric drive components for ad-13 vanced vehicles; 14 (xviii) transportation system analysis 15 to further understand the energy implica-16 tions and opportunities of advanced mobil-17 ity solutions and communication and 18 connectivity among vehicles, infrastructure, 19 pedestrians, and the electric grid; and 7 (B) the program established under section 8 641(q) of the United States Energy Storage 9 Competitiveness Act of 2007 (42 U.S.C. 10 17231(q)). 11 (c) N ONROAD TRANSPORTATION ENVIRONMENTAL 12 AND TECHNICAL ASSISTANCE RESEARCH.— 13 (1) ACTIVITIES.— 14 (A) I N GENERAL .—In carrying out the 15 program, the Secretary, in consultation with the 16 heads of relevant Federal agencies, shall sup-17 port research, development, and demonstration 18 activities to address and reduce nonroad sector 19 emissions from transportation fuels used in 20 aviation, rail, and maritime technologies and 21 other relevant technologies. 22 (B) E NERGY INNOVATION HUB .—The ac-23 tivities described in subparagraph (A) may be 24 carried out primarily by an Energy Innovation 25 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00026 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 27 •S 5220 IS Hub established pursuant to section 206 of the 1 Department of Energy Research Coordination 2 Act (42 U.S.C. 18632). 3 (2) P URPOSES.—The purposes of the activities 4 described in paragraph (1) shall be— 5 (A) to identify, study, evaluate, test, and 6 demonstrate emerging transformational 7 nonroad vehicle energy technologies and prac-8 tices to improve environmental performance to 9 meet Federal and international standards and 10 guidelines, including reducing greenhouse gas 11 emissions, water emissions, or other particulate 12 or toxic emissions; 13 (B) to advance research, development, and 14 demonstration activities— 15 (i) to overcome barriers in trans-16 formational nonroad vehicle energy tech-17 nologies, including alternative fuels such as 18 hydrogen, components, and other energy 19 technologies, to improve total machine or 20 system efficiency for nonroad mobile equip-21 ment; and 4 (D) to test relevant precommercial tech-5 nologies. 6 (3) C OORDINATION.—The Secretary may co-7 ordinate the activities described in paragraph (1) 8 with activities— 9 (A) that are associated with the develop-10 ment or approval of validation and testing re-11 gimes; and 12 (B) related to certification or validation of 13 emerging energy technologies or practices that 14 demonstrate significant environmental or other 15 benefits to domestic non-road transportation in-16 dustries. 17 (4) A SSISTANCE.—The Secretary may enter 18 into cooperative agreements, contracts, or other 19 agreements with academic, public, private, and non-20 governmental entities and facilities to carry out the 21 activities described in paragraph (1). 22 (d) STANDARD OF REVIEW.—The Secretary shall pe-23 riodically review activities carried out under this section 24 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00028 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 29 •S 5220 IS to determine the achievement of technical milestones, as 1 determined by the Secretary. 2 (e) T ECHNOLOGY TESTING AND METRICS.—In car-3 rying out the program, the Secretary, in coordination with 4 the National Institute of Standards and Technology, 5 shall— 6 (1) develop voluntary, consensus-based standard 7 testing procedures, methodologies, and best practices 8 for evaluating the performance of advanced vehicle 9 technologies, including heavy vehicle technologies 10 under a range of representative duty cycles and op-11 erating conditions, including for electrified and hy-12 drogen fuel cell systems; and 13 (2) evaluate advanced vehicle performance, in-14 cluding heavy vehicle and nonroad vehicle perform-15 ance using work performance-based metrics. 16 SEC. 8. ADVANCED ON-ROAD VEHICLE SECURITY PRO-17 GRAM. 18 (a) IN GENERAL.—The Secretary shall establish a re-19 search and development program focused on— 20 (1) the cybersecurity and physical security of 21 interconnections between vehicles, vehicle energy 22 storage systems, charging equipment, buildings, and 23 the electric grid for— 24 (A) plug-in electric vehicles; 25 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00029 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 30 •S 5220 IS (B) connected vehicles; 1 (C) autonomous vehicles; and 2 (D) other relevant vehicles; and 3 (2) the security impacts, efficiency, and safety 4 of plug-in electric vehicles using alternating current 5 charging, high-power direct current fast charging, 6 and extreme fast charging. 7 (b) C OORDINATION.—The Secretary shall establish 8 and carry out the program under subsection (a) in coordi-9 nation with— 10 (1) the program established under section 7(b); 11 (2) the program established under section 137 12 of the Energy Independence and Security Act of 13 2007 (42 U.S.C. 17014); and 14 (3) the heads of relevant Federal agencies. 15 (c) A SSESSMENT.—The Secretary shall develop a 5- 16 to 10-year impact assessment of emergent cybersecurity 17 threats to, and vulnerabilities of, the United States on- 18 road transportation system and connected infrastructure 19 by identifying— 20 (1) areas of research with respect to which Fed-21 eral crossagency research coordination and coopera-22 tion may help address those threats and 23 vulnerabilities; and 24 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00030 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 31 •S 5220 IS (2) current research and challenges associated 1 with cyberphysical protection and resiliency of elec-2 tric, connected, and automated vehicle technologies. 3 (d) I NFORMATION TO ASSESS BARRIERS IN ALTER-4 NATIVE FUEL DELIVERY, D ISTRIBUTION, AND TRANS-5 MISSION.— 6 (1) R EQUEST.—Not later than 1 year after the 7 date of enactment of this Act, the Secretary shall 8 publish a request for information on the technical, 9 economic, and knowledge barriers for delivery, dis-10 tribution, and transmission of alternative fuels, in-11 cluding— 12 (A) barriers associated with electric grid 13 load management and applications, including 14 applications that will allow bidirectional bat-15 teries in plug-in electric drive vehicles to be 16 used for grid storage, ancillary services provi-17 sion, and backup power; 18 (B) barriers associated with integration of 19 plug-in bidirectional electric drive vehicles with 20 smart grid technology, including necessary 21 equipment, and information technology systems; 22 (C) technical and economic barriers to de-23 livery technologies for hydrogen and biofuels 24 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00031 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 32 •S 5220 IS sufficient to support widespread consumer use; 1 and 2 (D) any other barriers to installing suffi-3 cient and regionally appropriate alternative fuel 4 recharging and refueling infrastructure, includ-5 ing sufficiency and efficient use of zero-emis-6 sions generation and transmission capabilities. 7 (2) U SE OF INFORMATION .—The Secretary 8 shall use information provided in response to the re-9 quest under paragraph (1) to identify gaps in public 10 and private research, development, and demonstra-11 tion activities needed to be addressed to overcome 12 the barriers described in that paragraph. 13 (3) C ONSULTATION.—In carrying out para-14 graph (2), the Secretary shall coordinate with— 15 (A) State, local, and Tribal governments; 16 (B) stakeholders in academia and relevant 17 industries; and 18 (C) the electric vehicle working group es-19 tablished under section 25006 of the Infrastruc-20 ture Investment and Jobs Act (23 U.S.C. 151 21 note; Public Law 117–58). 22 (4) R EPORT.—Not later than 2 years after the 23 date of enactment of this Act, the Secretary shall 24 submit to the Committee on Energy and Natural 25 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00032 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 33 •S 5220 IS Resources of the Senate and the Committee on 1 Science, Space, and Technology of the House of 2 Representatives a report summarizing the findings 3 under this subsection. 4 SEC. 9. VEHICLE ENERGY STORAGE SYSTEM SAFETY PRO-5 GRAM. 6 (a) IN GENERAL.—In coordination with the program 7 established under section 7(b), the Secretary shall support 8 a program of research, development, and demonstration 9 of vehicle energy storage safety and reliability. 10 (b) ACTIVITIES.—In carrying out the program under 11 subsection (a), the Secretary shall support activities— 12 (1) to examine the mechanisms that lead to ve-13 hicle energy storage system safety and reliability in-14 cidents; 15 (2) to develop new materials to improve overall 16 vehicle energy storage system safety and abuse toler-17 ance; 18 (3) to perform abuse testing; 19 (4) to advance and perform testing techniques; 20 (5) to demonstrate detailed failure analyses; 21 (6) to mitigate vehicle energy storage cell and 22 system failures, including hydrogen fuel storage tank 23 failures; 24 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00033 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 34 •S 5220 IS (7) to develop crush-induced battery safety pro-1 tocols and technical standards to improve 2 robustness; 3 (8) to develop suggested worker safety and 4 emergency response procedures for hazards related 5 to battery manufacturing; 6 (9) to develop new materials and equipment for 7 battery hazard suppression and fire dangers; and 8 (10) to carry out other innovative energy stor-9 age safety-focused research and development, as de-10 termined by the Secretary. 11 SEC. 10. ADVANCED VEHICLE TECHNOLOGIES ADVISORY 12 COMMITTEE. 13 (a) ESTABLISHMENT.— 14 (1) I N GENERAL .—Not later than 180 days 15 after the date of enactment of this Act, the Sec-16 retary shall establish the Advanced Vehicle Tech-17 nologies Advisory Committee (referred to in this sec-18 tion as the ‘‘advisory committee’’) to advise the Sec-19 retary on vehicle technology and mobility system re-20 search advancements. 21 (2) M EMBERSHIP.—The advisory committee 22 shall be composed of not fewer than 15 members 23 who are qualified to provide advice on the research, 24 development, and demonstration activities under this 25 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00034 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 35 •S 5220 IS Act (in this section referred to as the ‘‘DOE Vehicle 1 Program’’), including representatives from research 2 and academic institutions, environmental organiza-3 tions, industry, and nongovernmental entities, in-4 cluding relevant labor organizations and associations 5 representing automobile manufacturers. 6 (b) ASSESSMENT.—The advisory committee shall as-7 sess— 8 (1) the current state of United States competi-9 tiveness in advancing vehicle technologies and mobil-10 ity systems, including— 11 (A) the scope and scale of United States 12 investments in sustainable and advanced trans-13 portation research, development, and dem-14 onstration; and 15 (B) the scope and scale of research, devel-16 opment, and demonstration activities to lower 17 vehicle and fuel lifecycle greenhouse gas emis-18 sions; 19 (2) progress made in implementing the DOE 20 Vehicle Program, including progress toward meeting 21 the technical milestones as determined by the Sec-22 retary pursuant to section 7; 23 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00035 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 36 •S 5220 IS (3) the balance of research and development ac-1 tivities and funding across the DOE Vehicle Pro-2 gram; 3 (4) the management, coordination, implementa-4 tion, and activities of the DOE Vehicle Program; 5 (5) whether environmental, safety, security, and 6 other appropriate issues are adequately addressed by 7 the DOE Vehicle Program; and 8 (6) other relevant topics, as determined by the 9 Secretary. 10 (c) REPORTS.—Not later than 2 years after the date 11 of enactment of this Act and not less frequently than once 12 every 3 years thereafter, the advisory committee shall sub-13 mit to the Secretary, the Committee on Energy and Nat-14 ural Resources of the Senate, and the Committee on 15 Science, Space, and Technology of the House of Rep-16 resentatives a report on— 17 (1) the findings of the assessments of the advi-18 sory committee under subsection (b); and 19 (2) the recommendations of the advisory com-20 mittee for ways to improve or revise the DOE Vehi-21 cle Program. 22 (d) A PPLICATION OF FEDERAL ADVISORY COM-23 MITTEE ACT.—Chapter 10 of title 5, United States Code 24 (commonly known as the ‘‘Federal Advisory Committee 25 VerDate Sep 11 2014 01:15 Aug 04, 2026 Jkt 069200 PO 00000 Frm 00036 Fmt 6652 Sfmt 6201 E:\BILLS\S5220.IS S5220kjohnson on DSK7ZCZBW3PROD with $$_JOB 37 •S 5220 IS Act’’) (except for section 1013 of that title), shall apply 1 to the advisory committee. 2 SEC. 11. MEDIUM-DUTY AND HEAVY-DUTY COMMERCIAL 3 AND TRANSIT VEHICLES PROGRAM. 4 (a) IN GENERAL.—In coordination with the program 5 established under section 7(b), the Secretary shall support 6 a program of research, development, and demonstration 7 activities of advanced energy technologies for medium- 8 duty and heavy-duty commercial, vocational, recreational, 9 and transit vehicles, on-road and nonroad, including, to 10 the maximum extent practicable, activities in the areas 11 of— 12 (1) vehicle engines, which may include— 13 (A) engine efficiency, emission controls, 14 and combustion research; 15 (B) energy- and space-efficient emissions 16 control systems; 17 (C) engine idle and parasitic energy loss 18 reduction; 19 (D) advanced internal combustion engines; 20 and 21 (E) engine down speeding; 10 (B) waste heat recovery and conversion; 11 (C) electrification of steering systems, 12 braking systems, and accessory loads; 13 (D) onboard sensing, computing, and com-14 munications technologies; and 15 (E) advanced battery protection systems 16 for safe handling of high voltage power; 17 (10) relevant infrastructure, including 18 bidirectional capability, beyond megawatt charging, 19 and increasing load capacity per vehicle; 3 (D) synthetic fuels; 4 (E) onboard technologies for compressed 5 and other advanced hydrogen storage systems; 6 and 7 (F) advanced cooling technologies for fuel 8 cell thermal management; 9 (13) retrofitting advanced energy technologies 10 onto existing truck and bus fleets; 11 (14) assessment of automated and connected 12 vehicle technologies; 13 (15) energy use strategies, including charging 14 patterns that minimize impacts on the distribution 15 grid and optimize the use of clean, low-cost genera-16 tion resources; 10 (B) engine and component manufacturers; 11 (C) hydrogen fuel cell and component man-12 ufacturers; 13 (D) public and private fleet owners and 14 customers; 15 (E) university researchers; and 16 (F) other applicants, as determined by the 17 Secretary. 18 SEC. 12.
