BILL AS INTRODUCED H.868 2020 Page 1 of 13 VT LEG #344726 v.1 H.868 1 Introduced by Representatives Cina of Burlington, Burke of Brattleboro, 2 Chesnut-Tangerman of Middletown Springs, Colburn of 3 Burlington, Gonzalez of Winooski, Hooper of Montpelier, 4 Hooper of Randolph, Hooper of Burlington, Kornheiser of 5 Brattleboro, Masland of Thetford, O’Sullivan of Burlington, 6 Rachelson of Burlington, Ralph of Hartland, Sheldon of 7 Middlebury, and Sullivan of Burlington 8 Referred to Committee on 9 Date: 10 Subject: Economic development; climate change; regenerative economy 11 Statement of purpose of bill as introduced: This bill proposes to require the 12 State to develop a regenerative economy roadmap by 2023. 13 An act relating to a regenerative economy 14 It is hereby enacted by the General Assembly of the State of Vermont: 15 Sec. 1. LEGISLATIVE INTENT 16 (a) It is the intent of the General Assembly to build a regenerative 17 economy. A regenerative economy is an economic system that works to 18 regenerate natural and human resources. The world is facing climate 19 emergencies, mass extinction, and ecological collapse as a consequence of 20 BILL AS INTRODUCED H.868 2020 Page 2 of 13 VT LEG #344726 v.1 human economic activity over the past 400 years. These activities did not 1 account for the full impact of the economy on the environment and on society. 2 In order to survive these changes, Vermont must build resiliency and create a 3 roadmap through a just transition from an extractive economy to a new 4 economy that repairs and restores the Earth. 5 (b) In developing a regenerative economy, Vermont will engage people in 6 their local communities to solve problems and find ways to combine solutions 7 for existing statutory goals, such as universal recycling, greenhouse gas 8 reduction, and wastewater management. Present and future economic 9 development should always account for social equity and environmental 10 protection and the ecological and social well-being of all people and all life. 11 (c) A regenerative economy will transition away from practices that engage 12 in extraction of natural resources and will instead advance ecological 13 restoration and protect biodiversity by both protecting and regenerating natural 14 resources. The dynamics of the workforce and the workplace will shift from 15 exploitation to cooperation as human potential is nurtured and human 16 resources are regenerated. By relocalizing most production and consumption, 17 an economy will be built that can withstand and adapt to environmental, social, 18 and technological changes. 19 (d) Economic control should be rooted in local communities, and people 20 should have increased power over the decisions that affect their lives. The 21 BILL AS INTRODUCED H.868 2020 Page 3 of 13 VT LEG #344726 v.1 regenerative economy should retain and restore cultures and traditions, while 1 recognizing that some cultural practices have been harmful and may need to 2 adapt for the greater good. There will not be economic justice without racial 3 justice and social equity, and the new economy must recognize and rectify the 4 intersection of systemized oppressions. Vermont must build the foundation of 5 new economic and social systems that create economic opportunity and high 6 quality of life for all people, that build public assets and the commons, and that 7 empower people to exercise self-determination and freedom. All can live well 8 in balance with one another. 9 Sec. 2. 1 V.S.A. chapter 24 is added to read: 10 CHAPTER 24. REGENERATIVE ECONOMY PLAN 11 § 901.
