BILL AS INTRODUCED H.496 2022 Page 1 of 2 VT LEG #358933 v.1 H.496 1 SHORT FORM 2 Introduced by Representative Harrison of Chittenden 3 Referred to Committee on 4 Date: 5 Subject: Conservation and development; solid waste; extended producer 6 responsibility; solar panels 7 Statement of purpose of bill as introduced: This bill proposes to require each 8 solar panel manufacturer selling or distributing solar panels in the State to 9 establish a program for the collection, transportation, and recycling of out-of-10 service solar panels. The bill would require that manufacturers offer collection 11 and recycling of out-of-service solar panels free of charge and free of retail 12 fees. The bill would require solar panel manufacturers to develop a collection 13 plan that addresses convenience of collection, collection rates, educational 14 information, and compliance with environmental laws and standards. On and 15 after July 1, 2023, a solar panel manufacturer would be required to participate 16 in a collection program in order to sell or distribute solar panels in the State, 17 and no person could sell the manufacturer’s solar panels at wholesale or retail 18 unless the manufacturer participated in a collection program.
