Producer Obligations

·Perform timely repair (within 10 business days of repair request, excluding time waiting for insurer prior authorization or parts delivery) of any wheelchair sold or leased by the dealer in Connecticut
·Provide timely repair of complex rehabilitation technology wheelchairs at the consumer's home upon request
·Maintain an electronic mail address and a phone line for consumer repair requests, accessible each business day and capable of receiving and recording messages
·Respond to a repair request not later than 1 business day after the date of request
·Order parts for a repair not later than 3 business days after assessing the need for repair or after receiving prior authorization from an insurer
·Authorized wheelchair dealers contracting with the Department of Social Services to sell or lease wheelchairs to Medicaid recipients must submit an annual report to the Commissioner of Social Services and the advisory council on repair metrics (first report due December 31, 2024, annually thereafter)

Exemptions

·Time spent waiting for insurer prior authorization is excluded from the 10-business-day timely repair window
·Time spent waiting for delivery of necessary parts ordered by the dealer is excluded from the 10-business-day timely repair window
·The 10-business-day repair window only begins once the consumer makes the wheelchair available
·New prescription or prior authorization for CRT wheelchair repair/replacement is not required unless the original prescription is more than 5 years old (applies to both Medicaid and individual health insurance)
